as your other guest said, this was a window into governor romney's basic core of beliefs, into his political soul. same thing with paul ryan. they can try to make it up and say, i'm going to care about all americans and i gave them all health care in massachusetts. but that's campaign rhetoric. the american people understand when they hear politicians talking on the campaign trial. but this was a window into their soul. and what was so shocking about governor romney was that he's totally wrong. that 47% is about 70 million americans. 42 million of them, rev, earn less than $19,000. they work, many of them two, three-part-time jobs. they make less than $19,000 in a desperate attempt to feed their family. you tell me someone with three jobs isn't willing to take personal responsibility, wants entitlements? they work like dogs and they're not making money. it's an insult to hard working americans, to disabled vets because they don't pay taxes and insult to seniors as well. >> insult, it is insulting. it seems the polls are indicating that. brand new nbc polls just out tonight. which candidate i

i found it quite shocking that governor romney in a speech took a set of positions about the middle east that will box him in in a way the candidates don't do that. it was a rather tight commitment that mitt romney made. i was troubled by that. i don't think it matters. you want to create a structure where elected officials are not wholly dependent or not largely dependent on a given donor. you want someone to be in a situation where the donor comes back and that really want a certain policy and a certain candidate can say get out of my office. that money is fundamentally important your campaign and then you have a problem. >> you can say this is complicated. under our system of government, the tie to go to congress. the of the one selected by the people and came up with what they thought was a law that would prevent corruption. five justices said no, we have a better way to do that. hen you car in the area of something that is as murky as this, the members of the legislature or the members of the court will have a better sense of what the dangers are of corruption and how to avoid them.

governor romney without doubt understands that our country is exceptional. he recognizes the role we've played in the world. he believes the world is a better place if we're a participant in that world, and recognizes that it is not for us to go around the world apologizing and ringing our hands. what's called the arab spring is something happening in the islamic world. it's not arab only, because it's happening in a good many other countries as you know well. it's not spring, but it's summer and fall. it's going to be winter. it is a significant shift on the part of a lot of people in a lot of countries, who are encouraged and see the rise of islamist nonsecular forces in those countries. that is not in our interest. >> greta: mr. secretary, always nice to see you, sir. >> thank you. >> greta: straight ahead, why is the obama administration telling companies to break the law? how can the president justify this? making matters worse, the president is promising to pay the legal bills of the companies breaking the law with, you guessed it, taxpayer money. this

he didn't do that in his connection speech. the other thing that's odd about romney's campaign right now is he has a upside down favorability. more voters are saying they have an unfavorable view of him than a favorable one. he's got to find a way to fix that. and frankly debates are not traditionally a great form to do that. debates have helped candidates like ronald reagan in 1980, or even barack obama in 2008. when the question was, is this new guy up to the job? people think romney's up to the job, they just have this other set of questions about him. so he's got to do something about likability. not easy to do. finally, he needs to get past this comment he made that obama has just been hammering on him. hammering him on. the fact that, you know -- >> 47%? >> 47% of the electorate is dependent on government, won't vote for him. he needs to find a way to explain that and get past it. that's a lot of homework for one debate. >> that is a lot. maybe too heavy of a lift. some people might say it's going to be very tough. presid
